Need info on best IP checker

What is your recommendation for the most complete IP checker. I currently am using:

I have validating members that do not want to use a valid email and I don't care about that since I do not send bulk mail out but 2X a year. BUT... I am looking out for the a-wipes that hacked me a few months ago. I do not want them slipping in on a proxy or IP changer. Thanks
