Lots will say they do, but you'll be shut down once you grow some. Try 100tb.com for a few servers, but you'll need to act on dmca complaints.
 
if you get your own dedicated server, you can pretty much host what ever you like -- however you need to make sure you comply with DMCA notices (like everyone does, even if you comply with them slowly -- or just rename the file :P ) -- and make sure your DC doesn't get mad for receiving so many DMCA notices.
 
You need to know someone from Datacenter, and you need to tell them for what kind of Storage will you use the servers, you need at least 4 servers at the start. And that's not everything, you need to modify File Host Script if you're using some pre-made. Basically, any location is good. Reason why you need to know someone from the Datacenter is that he can forward you the abuse emails from copyright organizations like DMCA.

Anyhow, if you grow you would need to register that File host in real life, and you would need to have your own Datacenter like HotFile,RapidShare & MegaUpload. I'd suggest you to not try to enter in File Host business. You would need to invest a lot of money, and you need knowledge. If you don't have knowledge, you need some more money to pay Developers and System Administrators to help you in maintaining of the File Host.

You need a short domain, and most of the short domains are registered in the '90s. So you would need to buy a domain too, which is easy to remember and professional.

Not to be a douchebag, but if you're here asking for recommendations on what host to go for, for a filehost, then you shouldn't get into the filehosting business.

You need to have contacts. In real life and the internet. You need to have very good relations with your datacenter. Filehosts tend to grow at a crazy pace if done the right way. So you need a lot of investment at hand. You need employees. You need management. You need all sorts of everything.

Proper planning. Plan a lot. Draw up some estimations. Figure out if the filehost industry is really worth your time and money and whether you'll be able to deal with all sorts of problems that come with it.
