Need help about start a new filehost site

hello everyone
i want to start a filehost website but i need help about servers .where to buy server specially for copy write notice problem on files.
1st option we thing about on it we use main site on offshore server.
and 2nd one is we use for file store on ovh servers.

any other idea's we need.so please reply.
