why not use a premade script? getting someone 2 code you one will be very pricey

then i really wouldnt reccomend starting your own websites, you do need some knowledge of this kinda stuff to be successful

then do something java based. And you need some knowledge about web servers, uploading, chmodding etc, or itll never work out, trust me, hang around here for a bit and check out the turorials, youll get better
