I feel your concern.
If he was truly to help you, he would refund you if he can't provide the service. As from previous post, I have heard him say that the servers are "prepaid". Therefore, he should at least have the money or made some profit to be able to refund anyone who wants a refund. Banning him does not mean he has to stop his service. He has billing panel.
Lastly, he was banned for breaking the rules. If he were to break the rules, what is going to stop him from doing it all over again, or even break policies or agreements between you and NaHow? To prevent further issues, I believe is the reason NaHow was ban. It is better than doing nothing in my opinion. There is a saying which kind of relates "Once a cheater, always a cheater." I am not saying he cheated, but that he broke the rules before, and could do it again.

I have been using a RDP from hostbass for the last 27 days and I don't have any complaint. Nice speeds and great support, so I don't think that this guy is a scammer.
 
I'm also confused as to why he's banned.
I've made a deal with him and so far he's kept his part of the deal.

I'm sure that if you have a valid reason for the refund and requested it within a reasonable amount of time you will receive it.
