Do you currently use a control panel? If you do, you can simply order the VPS, set up the control panel and take a backup of your old account on the shared hosting environment and restore it on the VPS (if you have the budget to take a VPS & control panel!)
It's easy to restore cPanel backup on cPanel VPS. If you order Kloxo, you will have to migrate the data manually, or just choose the right provider who is willing to do this for you. It takes only 10 minutes if you use SSH, but it's a bit complicated for a beginner.
Install cpaanel on your vps and do a server to server move using your cpanel login from your old shared account . Or take a back up and resore the database once you have installed cpanel . I wouldn advise using kloxo if you want to be secure . Just my opinion
I've made a few moving around with some VPS's myself, and I didn't need any Panel to do it. I would use a lot the tar tool and the mysqldump. I'm guessing that cPanel has the nicest feature to move data from one side to another...
