Modest decline in SERPs

Hi this is John Fambrini again. Thanks for all the invaluable feedback on my site. Here is another site that I maintain. it is in static html: http://www.sonirodban.com. Since the site is coded in html and is not in a CMS like Joomla the site does not have a menu so a lot of internal links are mentioned upfront on every page for users' guidance. The site remained top in SERPs for almost 10 years and was dominant in SERPs in all its search terms as Toyota hilux vigo, pickup truck dealer, toyota fortuner, nissan navara and so on. It used to be in the first 4 slots on most its searches. End of 2011 it srated drifting but remained on page 1 and 2. Then three months ago it went to page 3 and 4 and even beyond that. In the last two weeks the site is back on page 1 albeit at the bottom of the page and on page 2 and 3 in other searches. Design has changed little in the past 10 years and content is an accretion over these years. Since we had ruled the roost we became complacent and didn't tinker much out of fear of losing the SERPs. Now we feel free to try new things.

My first instinct is to move the site to Joomla but we had tried this on another site: http://sonimotors.net. This site used to be PR3 as static html but when we moved it to Joomla it went to PR0 in a few days. It took six months for it to come to PR2, then another two months to PR3 but this did not last it was back to PR2 and has been PR2 since then. More importantly it never rose up in SERPs. Prior to the conversion the site used to be pon page 1 and 2 but is now on page 3.

Any and all tips on onsite and offsite optimization are welcome. Positive and negative criticism will both be appreciated.
