Well from the screenshot I can see that the CPU usage is 23%, RAM usage is 20%...
I doubt he has bad RAM, maybe the hard disks are used too much?

That's the HDD getting raped, probably by torernts seeding and overselling.

i dont think its the case , coz there have been similar number of users on it :P
The right click has also slowed down , but only when u are clicking rar files :P

It has something to do with HDD cache, if it is in RAID mode.
Also, is it VPS RDP, or just shared RDP? If it's under VMWare, or Virtuozzo....
