Preferably 50-60 Monthly budget. But that can be worked out

Unfortunately, they do not allow warez sites on their servers. You could try them, but its risky until they receive a DMCA complain against your site and BOOM your server is suspended.
 
I can even provide you Leaseweb Servers but as Blaze said its not good for warez linking and all also servers go down frequently
