Lol. It's incredibly flawed. Probably uses a dial-up modem threshold to judge loading speed. The site needs to realize not everyone is on a dial-up modem now.

some one said that side need optimization but it's loading time is next to Google

and that tool helped me a lot now my site loads fast b4 it was too slow and i never know that my site is slow

now i do check daily ..how fast my site load for visitors

It says it uses a standard 56k modem. Who uses those any more. Not many that are doing any uploads/downloads I'm sure.
