Researching different techniques for getting links. I am trying to get as much as I can get about link building directly from the horses mouth - Google / Matt Cutts etc. Here is a quick summary of what I have gathered so far, more suggestions are appreciated.

1- don't do article marketing for link building- Matt Cutts

-original research

-social media participation, think about where your audience spends their time and participate
-lists, write lists
-blog,establish yourself as an authority
-resources, write how to guides
-run a service that people find useful
-create a product that helps people
-create open source software
-good site architecture, make it easy for people to link to your site
-make videos, helpful videos

3-best practices for link building - Adam lasnik- Google Employee- look at the last segment of the video

-pay attention to the quality of links, the importance of the site linking to you, the relevance of the site linking to you
-how do you get good quality links
-get out there
-present yourself as an expert in online communities
-participate actively in online communities
-contribute to conversations - participate in forums
-give your insight, expertise and yes your links

Good post, the biggest thing is Quality over quantity, No more spammy link. Get your links on the Authority sites in your niche.

But a question to the OP and others :

Do you think the methods Matt suggests would work well for a site with low budget for SEO? I highly doubt it. Yes, it's possible if you're sitting on one single project and then you have the whole day to promote it. What if someone has 5 or 10 such projects going on?

The holistic SEO method is good for SMBs and enterprises and may be for start-ups with some innovative new products/services. But not for the mass of websites out there.

Please correct me if I am wrong here.
 
Anyone can do SEO, Even at a low budget. If you're willing to put in the time to learn then there are a lot of things that you can do that won't cost you a cent:
1) Build link pyramids using Web 2.0 (free to register)
2) Post guest posts on websites in your niche
3) Link exchange with fellow webmasters
4) Perform on-topic blog comments with contextual feedback

These are just a few off the top of my head that will help you get ranked and won't cost you a penny.
 
From my point of view reciprocal or 3 way link building with high PR domains of your same niche is one of the best way to create strong back links easily. But try to keep those links within a shorten amount(may be 20 to 30 links)is better.
 
There are Several Ways:

1) Leave your website URL when you comment on someone's blog/website.
2) Have social sharing buttons on your site so that people can share & hence you'll get quality backlinks.
3) Join forums of your niche, post summary of your posts there & leave a link of the original post at the bottom.
4) Answer questions of your expertise & help someone by linking your answer to your posts(only suitable posts) It should not redirect the asked to any offbeat topic.
(Don't use Y!A for this, your answers may get deleted).
5) Submit your blog URL to Blog Directories like Technorati.
