Basically he is offering to purchase a domain on behalf of you on GoDaddy
as they don't have these payment methods so what he will do is purchase the
domain which you will pay him for through Alertpay and then he will transfer it to you.
But he pays for the domain by Paypal...
What is there to explain it's very simple what he is doing even a 4yo would know this.
