You aren't after google webmasters tools but an adwords tools :

You type a keywords and the country you target. Adwords will give you statistic on your keywords and how many times it is typed a month in average.
The main advantage is that it would give you also a list of broad keywords around your main input.
Don't forget to tick "exact" in the sidebox. If you have results in millions then you have forgetten to do so.
1k to 15k is more what you are looking for.
Dealing with the competition of those keywords, adwords is giving you a wrong idea as it is only taking into consideration the numbers of bidders on the keywords.
You need to check for yourself with a tool such as traffic travis, marketing samurai, or by yourself if you know how to evaluate the competition

- how optimized are your competitors
- are they targetting your keyword directly
- is there a wikipedia link , .gov, .edu, big authority website in the results, if yes where ?
-Note:
if wikipedia is ranking 19th on a targetted keywords, it is bad

How old are your competitors
How many backlinks they've
Can you "steal" those backlinks juice in placing a link to your website in their backlinks page
And so on, there are tons of factors to analyse but you have already a few of them
