I tried to register a new account, and the same goes for it.I think it should be a malfunction in your system program. Or perhaps you have disabled it。You can try registering a new account yourself.Then reset the password and you will find the problem.
 
The 18th came (payment is on the 18th, you still haven't learned to pay on the same day even with a 30 day delay?)
