Go into Applications and look for the System Preferences icon. It might be under Utilities or another folder, I'm not exactly sure because I'm at work on a PC. Once you find it, launch it. It'll open and appear in your Dock bar at the bottom of your screen. Right click on it and it should give you an option to have it there always.
Ah, here's an easier method: Space Bar + Apple Key. Type System Preferences, then click and drag it onto your Dock bar. I believe that should work.
