I wants to create a website where I can post Comics, Movies, TV etc.
But I have heard that getting server hosting in USA is dangerous.
DMCA can easily ban/block/delete my website within seconds if they came to know that I am involved in piracy.
So, I am looking for some countries from where I can take hosting for my website and be safe from Anti-Piracy Guys.
Any comments/suggestions would be appreciated.

I interpreted your question as a literal "is there any country where US copywright laws are not applicable".

In this case your only choices are North Korea and Iran. NK has no real internet hosting capabilities externally. So Iran, howeaver expect to pay an arm and a leg for this.
 
North Korea (no internet connectivity), Iran (costs a fortune for bandwidth), Turkmenistan (has no true datacenters), Laos (has no true datacenters).

Really though, let's be honest, you are asking the wrong question and going about this the wrong way.

If you are even considering any of the above countries, you are being ridiculous and know nothing about how things work.

What you should be doing instead is finding a host in a country with good connectivity, a host who will be very tolerant with *US* takedown notices. Many hosts in non-US countries exist who have excellent connectivity and "ignore" most DMCA notices, but they will NOT ignore notices conforming to their own law.

e.g. Ecatel like to think they are bulletproof, they *try* to ignore DMCA notices, but it is all a marketing attempt. Soon as they receive a dutch takedown notice, they will make you remove the content or kick you off because they can't deal with the "heat" (same with any other unprofessional host like that).

Actually I do not have very high knowledge about these thing.
I frequently reads on Internet that someone got 40 month time in jail, someone fined with million dollars, someone gets arrested etc.
So, I think that safety is better than cure.

I am inspired by AvaxHome.ws and wants to start my own website but just for posting Comics.
I had a blog on blogspot which was deleted by Google long time ago when some artists from DC, MARVEL complains about me that I am running a comics piracy blog.
So, I wants to start a website with good web hosting who can sustain attacks from American Copyright Laws.

Many people are saying that Russian web hosting can do that and recommending me http://daringhost.com/
I think its good.
So, any recommendation from your side?

1. Why .com .net and .org are dangerous?
2. How can I get a certificate like avaxhome and softarchive to put on my website to comply with DCMA? (to avoid arrest :cough:)

Netherlands, Russia, Sweden, Romania.
Above countries are safe to some extent (not fully). Actually no country is fully safe from DMCA.
But the above ones are to same extent and the hosting on these countries is easily available and cheap too. Just go for some offshore hosting

Romania isnt true.
They have an even stronger DMCA law than Germany for ex.
Also they was in first line agreeing to Acta/Sopa.
May they do not control much atm but isnt a safe country about the DMCA questions in my opinion
