Is it possible to split files in this way?

Hello

I wanna know if there is possibility of splitting the files according to the number of Parts not the Volume. For instance lets say i have file with size of 7GB and i want to split it into fix 10 parts is there any software who can split the files according to the number of file parts rather then volume?
