Since I have content on my website that has both english and japanese names I add both to the titles / urls.

With japanese letters in url it looks like this:
%e6%98%9f%e9
etc. In the urls, is it anything negative with this?
Is it positive? (rank better for the japanese letters)
Or does it do nothing? (maybe it cant read the url as japanese letters, but it probably can)

Ofcourse it looks very bad to post the urls without anchor text, but is it anything else bad?

I think it doesnt matter in those urls, since it is posts (you dont remember a full url to a post).

My main pages got urls without japanese letters.

try to keep things simple and short... always use alphanumeric characters instead of special characters... not all search engines can parse japanese URL
