where can i add the meta tags on IPB 3.1.4?

search inside the admin panel for "meta"...

There in the system settings general settings..

It has a section for the website title and meta tags and description..

Go to admin panel find My Apps > ip seo > meta tags .

IP.SEO allows meta tags for each pages, for general meta tags, its inside Admin Panel >> System Settings >> Search Engine Optimization.

is there a way to test which meta tags are been shown?

You can view the source of the page for that.

If you are interested, there is a mod out there called: (RI) Meta Everywhere 1.0.3
With this hook you can ad meta tags for every page manually. And its working with the version that you are using.
