Why?
Because there are people who cheat. Everyday my website get over 8,000 views and I don't earn over 1$ with all ads. In my website if you use adblock, isn't possible to see photo, but I haven't gained anything.
I spent a lot of money because I believed in this project, but there are people who want to earn cheating. There is no way to defend themselves.
PPV has no future.
