I need an upload server (.eu prefered)

ok I would like a few things from this server:

*Quad Core (prefered)
*4GB+ ram
*2x500GB+HDDs
*.eu location - preferably with OVH peering
*Good upload speeds to HF/FS (good being 5MB/s per file)
*Windows Server 03/08
*Gbit prefered
*5TB bandwidth - more the better
*Price $100-200 (Cheaper the better)

I would like to see test uploads please - tested on windows (as linux speeds may vary)
No VPS offered

.us location will be accepted along with torrent download speeds from private trackers (e.g. TL, SCC, GFT etc...)
