I'm looking for a reliable cPanel/VPS hosting in either Russia or Hong Kong. my budget is ~$15/monthly.

WRZhost has Russia VPS's..but yeh as people have already said, cPanel is 15$.
Contact them..maybe you can get some special offer, but cPanel will stay the same I think

If for linking Warez No problem

But if its for SPAM or Hosting Warez or Adults then Its a problem :S
