Looks like a complete custom to me. Well Designed Script. Must have paid a lot of money for this kind of script.

Its an automated script (downloads , uploads and enters the file details into the Database as posts) with a custom layout --- so find an automated posting script (of course according to your niche , in this case , i guess its fetching the files from some torrent sites) and then either customize it or get it customized ....

As the others said above it looks like a custom script. That being said, this would be a relatively easy script to code IMO
