Just install Xen on centos, it's the best way. Otherwise you would always try VMWare ESX which I did use when I was with wrzhost. I have a license for 4 CPUs going spare if you're interested

You can also use OpenVZ ( create VPS.s manually via console ) so that will be free of cost.

That's a possibility, but your clients can't manage/rebuild their vps without a control panel.

Might want to try VMware Server too (it's free) I've never virtualized windows on it though

Do you have a server with Windows installed on it? If so you might go for Hyper-V which is fairly easy to use. But first check if it'll work with your version of Windows
