hi there i am for a cheap windows vps or rpd

at least 20 gig or hd

100mb or 1gig

not for encoding only uploading and downloading

i have not put my budget in as i want people to give me there prices not people saying o i ll do it for that much

Most Cheapest and best supports is RDPMatrix, you got more space only few bucks, I recommend RDPMatrix.
If you don't need space: GigaRDP is other option.:p
