.htaccess Safe?

hi guys! do anyone know if .htaccess is safe? i mean if i make an .htaccess password directory will be safer than php and mysql?

i redirect my domain.com/javascript/ to domain.com with .htaccess

is that safe?

i mean safe for someone who will try to access that folder and get its contents
