How To use FFMPEG?

hello wj,
please tell me, how can ffmpeg create m3u8 hls files from 1080P resolution mp4 sources and convert them to multi-resolution hls,

and what if my source is 480P so it doesn't force converting hls to 1080p with 1 command in ffmpeg...?

does anyone know how to make it, and please tell me
