How to run Local copy of Vbulletin? Prerequisite

i would like to run a local copy or fresh copy of vbulletin on my comp for testing and modding purposes. What is required and how to do it?

Anyone have experience with this? any tuts out there.

ps. if its not doable on win7. i have a spare pc to run linux on.

Someone made a wjunction version of an xamp type app. I forgot the name but I think it was called wjunction server or something. Anyways, if you just install that it will have all the prereqs. But the official list is:

PHP
MySQL
Apache

that should be it really.

Please note that some vBulletin modifications wont work on XAMP or WAMP i mean i work with vBulletin for almost 2 years and this has been tested on my PC and on PC of some of my mates

EDIT: For example i will tell you about one vBulletin shoutbox it just keeps showing LOADING...
