How to run a pay per "something" website?

There are several websites out there (and here on WJ) that has some kind of pay per "something", like pay per download, pay per click, pay per view, and other formats.

I was wondering, what are the steps in order to start a business like this? How they decide what the rates are going to be to each country and stuff like that? What are the steps and what are the requirements to start?

Today many sites (especially pay per download sites) depend on ads, so they offer rates compared to ads cpm or they can offer higher rates and close the site after few months.

Big sites earn from sales (premium accounts) so they can afford higher rates, but for that you will need high budget for good script, servers, promotions, etc (you need to invest a lot, so you can earn a lot later).
 
I'm thinking about creating a website that is more or less like Youtube, not for videos, but other things users can share, like the user share something and he will earn for views on the ads on the thing he shared on the website. I was thinking about using Google Ads, but I don't know how to show the rates for the users as the Google doesn't say the rates or how much he is going to pay so I can share with the user that information.
 
What content will you allow on that site? Warez (or porn) doesnt work with Google Ads (you can add Google Ads but soon or later google will discover it).
 
It won't be adult or warez content, it will be like articles and DIY content. I was thinking about creating different types of earning, like if it's text only the person will earn less and earn more if it's a video.
 
I don't think that going beta is going to change anything, because the site needs to be accepted by Google Ads right? And besides that I can't run without knowing the rates I can offer to people. I don't know, it's a idea I had and I started to wonder how it works and I decided to ask here as there's a lot of websites in this format.
