How to make ebook covers?

I have to design an ebook cover for my first ebook. Do you have any suggestions? I don't have a license for Photoshop, so I can't use any tutorials.

What you can do as best, is making a design with Photoshop or GIMP(GIMPshop is even better), and then with a program like Quick 3D Cover you can make a very good cover.
