How to Lock a Link using php ?

Hi,
Guys

is there any way to lock any link and make user to complete any task in order to open link ?

means this is link - http://google.com/ and i make it locked link and now when user open locked link, they will be prompt to install application and register their free to access to link ?

any easy way ?
