They do not accept PayPal yet, I think its something they have been considering. you will need to use the correct ccTLD of their site, this also removes the lang barrier, to order from your country. Some high risk area are banned from the process completely. You also will need to prove business status, send ID and prove address.

The unmetered 100Mbps is throttled to 10Mbps after you go past your amount.

I think PayPal is only offered on .fr and you would need to be from there, and or subject to vat (I think)
