how to encode a movie

i saw thread named how to encode a movie with a detailed procedure on WJ but i cant find it,if any1 has the link please post it here,also i wanna know is it really possible to encode a dvd rip to a HD print or some better print

that is not true encoding.. Thats just compressing a movie into a smaller container size..

Encoding it is when you edit the source & re-source it with new effects and audio to create a better version..
