I have gone to college for web design and I still learn aspects of it but when I do I always check out udemy.com for other courses. The trick is to look for free courses and subscribe to their news letter to get $200 + courses for much less like $10-$25 sometimes? But to start out I recommend: photoshop, html and css. Try looking at how other websites do there layouts to generate ideas. Always do a mockup design in photoshop and make sure you are satisfied with your work before you carry on doing your html (the placement of pictures and text etc.) and then use CSS to style the content
Advance: learn mysql, php, javascript and jquery for your dynamic stuff like logins, images sliders and stuff like that.
