How to apply for Google AdSense & eligibility criteria?
Before you apply, you must ensure that you meet the criteria below.

First of all, you must be over 18 years old to participate in the Google AdSense program. If you're not over 18 - you're still in luck - you can ask your parent or guardian to submit an application on your behalf using their own account. Any revenue that is generated from your website is paid to your parent/guardian if you are under 18.

It's obvious that you need a website to participate in the Google AdSense programme without a website, you can't do anything. If you cannot afford hosting or a domain, you can use Blogger to create a free weblog. Google AdSense allows you to display ads on your weblog on Blogger so long as you meet their criteria.

Your website must comply with Google AdSense policies. If your website does not comply then make amendments to ensure you comply with their policies or simply do not apply and try another ad network. Also, remember to read Google's terms & conditions.

If you live in India or China, you have to meet Google's 6 month ownership rule. If you don't own the site for over 6 months then your site(s) will not be approved for the Google AdSense program.

Here's also some important points that may help you to keep in mind and get approved !

firstly be careful with what type of content you are publishing. Because it is something that truly matters. Google Adsense is not for Pornographic, Illegal Items, Drugs or other sites like that. Also Adsense team won’t be willing to allow you to step in if you own a Non English Blog. Having posts shorter than 300 words in length is also Red Signal.

Also concentrate on top level of domain those days are gone when Adsense used to approve Blogspot and WordPress.com Blogs. As for today, you must have your own unique domain that specifies your Blog or Website . If you don’t have one yet, stop dreaming about getting approved with Sub domains.

and finally a section for adsense

in topic:

-it is not a must to have a website to put adsense ads , there are many websites that user scripts to share adsense ads
i mean link shorter sites, u can ad ur google code , and the site woner's ads will appear in the first page and your's in the down page which has the download link of filehosts

but ofc when u register u have to register with a website :D

I'm not sure about this, Google has support for several languages, my sites are in spanish mostly and when I first applied I had no problems, this was 2 years ago.

Also, for those who want to apply, remember that your whois info must be visible to everyone and match the data you used to register with google ads
 
guys iam trying get adsense on my website but when i submit my website to them they answer me this
