Paypal doesn't accept all debit cards.
In case of debit cards, only cards from selected Banks are allowed. I believe ICICI and Axis Banks are allowed.
But for credit card, all banks are allowed.

Also, for using cards, you need to have the option of international transactions allowed on it, by default many banks don't have it allowed.
