How to add blank spaces on the theme?

I currently am using the theme Arras 1.5.2 and wanted to do some customizations. On the bottom part of the comments form, there's no space between it and the body. I'd like to put some space there, let's say around 30-50 pixels. How do I do that?

While here's a simple screenshot that shows what I'm talking about:

add this in your css file

#respond {
margin-bottom: 30px
}

or look for <div id="respond">
and replace it with <div id="respond" style="margin-bottom:30px">
