You would need a dedicated server with Xen-HVM and 100mb would work fine and 1gb is even better. And as far as I know its windows servers are not able to be auto setup.. If they are someone correct me.

your minimum budget is $200 only for server + whmcs license $16 or $19 which ever you want to choose.
a dedi box ( 300-400 usd for a good specs) + Windows License (25 USD or more, if you buy directly from a DC) + WHMCS (12.95 USD) (Optional) + SolusVM or a opensourced control Panel (18 USD) (Optional) + IP Address ( if you need extra Ips)
