Each service provider should has refund policy, and you should read it before you pay.
If you can't find the refund policy, you should contact their sales.
Maybe you can tell us which host you paid for and how long were you using it after you want to have a refund?
And the most important aspect is: What is the reason for your refund request?

well the reason are:
service is sucks for premium.
premium user complain about download speed or they can't download at all
assistance sucks indeed, no replay from them at all
I don't want say the name of the host because I don't want them change terms or tos but they are in business here
