Okay so I know how to create accounts and allow them to connect via Remotely and stuff and even limit their HDD space... but how do i block them from say... Control Panel, CMD, and all that stuff that can cause damage if they find a way around it...? even block them from viewing Windows files but still being able to run programs like firefox, IDM, utorrent, and etc.

It's Windows Server 2008 FULL STD 64BIT SP2

Thanks for any help you can offer me!

Not give them administrator permissions? I think it's an "Limited" account or something. I'm not sure about preventing them from control panel etc :)

I think I may just sell this to someone for 200 bucks.. not sure yet.. I can't seem to even figure it out... although I could claim a refund? dunno if its possible...

Well, it's a lot more complicated to do all those things. Just give the user a "Standard account". They can't install apps, they can't restart server. That's all and they can't access harmful server settings. That's all. So, that option is ideal for RDP buyers.
