how do I set a drive so it can only transfer files to another drive on the system ?

I added a backup USB drive to one of my smaller SSD systems on a 100MBps port
now people are trying to use it for massive file transfer as it's 2TB and the SSD is just 200GB
but the system just dose not have the bandwidth for this level of file transfer

I need to block people from download/upload from this drive
so they can only transfer files to and from it from another drive on the system
