Hiding everything on the forum won't help. You have to have something to turn guests to members.

So no guests than no members. You can use seo but if they get there and they get locked out why would they want to continue?

I was a forum owner once www.LearnEarning.com but now I sold the database and Now I only own a domain with 144 quality backlinks.
I know one thing about getting members. You need to invest first. Quality backlinks are most important and other important thing is the content. Initially you may have to build artificial content. Hire 5-10 freelances who can post regularly for 6month to 1 year...Ask them to create hot discussion currently going in the market. Once you continue this for 1-3 months you will see members coming....SPAMMERS TOO. If you continue this for 1 year...Yeah you will have a real forum and after that members will continue it.....I was just not having enough patience and now I am crying for it..
Be an active admin always reply when necessary..
Give offers after 6months ...Eg. One who will reach 200 post will get $5 in paypal..etc.etc.
Spammers are worse they can only increase members count but they will try to spoil the environment.

Very clean looking skin. Creating quality content and time is the only way to get the traffic you want. Maybe partner up with some of the DDL sites and other webmasters here to do link exchanges for a quick boost.

Time and effort. Remember them two words. You have to spend a lot of time on your website, and put in the effort to attract their eyes with "QUALITY CONTENT".

You can find freelancers everywhere.....But good freelancers are hard to find.
So I would suggest freelancer[dot]com
But you will have to test some freelancers before giving them long term job.
Other sites which you will find helpful are:

Odesk[dot]com
Etc.
