I think i was able to find your ticket and look into your issue.

First of all there is no issue in network.
You are checking it with shitty way.
1. Ftp ( who told you any server which says it have 1Gbit network will give you full 1Gbit in ftp ? )
2. Uploaded.net ( same comment ), and you testing it using web upload ( please test using zoom uploader )
- Because uploaded.net and rapidgator gives good speed mostly.

Best way to test network is speedtest.net fast.com and other test servers

No server in world which says have 1Gbit network will give 1Gbit full speed from all locations.
For example, NL server with 1Gbit will not give full 1Gbit speed if you test from asian country.

It shows server giving 630Mbit download and over 2Gbit upload speed when it was tested from FDCservers.net location in paris, france.
And cost of server is 30 Euros.

Now this is test from NL servers hosted @LeaseWeb
I manually selected FDCservers paris.

You can see from 100 Euro server result is even worst, that doesn't mean NL servers have bad network.
If your ftp servers located new Netherlands, get NL server if its near France then get france server, this is best advice i can give.
