Actually giving 13% discount and then having your customers pay 8% Paypal fees is, at least not by me. considered as a bad business practice. If you run a business, you should either calculate this in your prices or cover it yourself.
Imagine that you'll pay your groceries by CC and the cashier asks another 5% to cover the CC expenses.
