[Hiring] Template Designer with Experience

I am the owner of the above PSD. The coder/designer I hired never finished it.
So I am looking for a new designer who knows what he or she is doing.

What I am looking for:
-Person with a creative mind
-Someone with experience
-Professional and neat designs
-preferably someone who can code

I do NOT pay upfront.
You will receive partial payments.
The complete payment will be made once the design is finished (and coded).

Website will be mainly used for offering Dedicated Servers.
Your input is of vital importance, suggestions are welcome.
It of course requires some additional pages.
Billing software is already customized and needs to be integrated
with this design.

I can code it in 60$ with Jquery Glow n Fade Effects plus SlideShow if needed and it will be 100% Valid XHTML 1.0. but only if u have the basic plan how the other pages will look .
^I have got skill and work mostly on my own projects so i dunno how this sounds :s
