[Help] Looking for a server

Hello,
There are so many hosting companies now, that it is getting too hard to decide which is good and which is poor. Mainly, i need a hosting for my websites (about 10 websites, 2 of them have warez linking).

Specs needed:
30gb of space (minimum)
500gb bandwidth (minimum)
1gb RAM (minimum)
cPanel
WHM (Complete Control)
SSH
Fully Management
Can be an Dedicated server, Semi Dedicated or VPS. But most important thing to me is uptime and stable loading speed...
Netherlands server preferential...

Im looking for a cheaper server...
Currently I have an VPS with the same specs above and I pay $48. The only problem is the speed... to slow! My budget is around $75.

I would like to hear some reviews of other hosts from their clients, not from hosts owners.

Semi-managed - is we do some of the stuff, and you still do some of the stuff, unlike managed were we do everything that is needed. (Installing, Securing, Keeping everything Updated, 3rd Party Software, ETC)

See if you can get a server from leaseweb, they can get pretty cheap if you're not picky but once again they're not the best. Still better then a VPS for sure though.

To be honest, LeaseWeb has some nice deals but if he buys a dedicated server cP/WHM licence will cost $35 instead of $15.
 
The problem is not the price for cpanel/whm... is the management... I don't have experience on that... so I need an VPS with fully management.

Or exists dedicated servers fully managed?

What is the big different beteween an dedicated and VPS?
I never used VPS before, It is good? secure?
