I just want to know what are main factor affect getting Google page rank ...

does period of time also make some difference ..??

You dont have any chance now, coz google PR has updated a week ago.
Now it will update after 5-6 months, you might get PR than.
Tip: Link exchange with High PR sites.
PR1,PR2 sites.

there are so many factor which affect a site's ranking in google like:
1. keyword
2. content: how much familiar your content with the site name and keywords
3. amount of advertising ( no ad)
4. speed of site loading
5. visitor
6. wel-known
7. how many relevant back link you have

that's all I know at this time but there are more.......
