Google penguin 2.1 update Backlinks?

Can anybody told me that after Google penguin 2.1 update, Blog commenting and directory submission are still useful for SEO or not?

Directory submissions are no more useful unless they create some backlinks. While blog commenting is more or less effective in high PR do follow blogs where you can share some of the Page Rank juice.

you need to go for natural links. Make sure you create quality backlinks such as "CLICK HERE" "CHECK IT OUT" "WEBSITE" etc.
