I thought I would share this site with you guys, its a google +1 exchange site where you plus one other peoples sites and recieve coins. You can use the coins to list your own site and get plus ones back.

I'm not 100% sure but it seems to be pretty safe. I wouldn't suggest buying tons of coins though as getting 1000's of plus ones in a short time may raise alarms with google. But just earning points by clicking or buying a small amount of coins should be fine.

I +1'd few sites, but wouldn't recommend you to +1 more than 10 sites. I've seen some sites with +500 +1's, and I'm pretty sure those +1's aren't legit.
The plus ones are legit as such as you have to be logged into your google account so they are real plus ones, sure not from anyone that really likes your page but google don't know that.

Possibly. It took facebook a loooong time to click on to similar systems though and personally I think its pretty safe for now. You can't plus one that many sites all at once anyway as the site stops you, and also you can only plus one sites that you haven't already.
Who said anything about banning sites? We were talking about the GMail account, it's possible that they would suspend the account used for giving/getting +1's.
You have to think of a person with a Google account like a website. If a website links to hundreds of crap sites it get's penalized. If a person with a Google account links to or +1's hundreds of crap websites then they will be penalized.
