On Topic:
If you're using PPD, free user can download a file upto 1mb-4gb
If PPS free user cannot download the file even it is 1 MB

That's the benefit on PPS

-zAAz- You are somehow wrong.

If you are on PPS, you can make your files available only for Premium. There is an option in File Manager, that you can make your files even though they are 1MB or 450, available for download only for Premium members.

It's just a feature for PPS plan, that can be used if you are a little bit wise and want to benefit and make a lot of money from PPS plan.
